Public Works - Parks Maintenance
Staffing - Two Parks Maintenance Workers
Hire two (2) new Parks Maintenance Workers to maintain levels of service. Remove two (2) seasonal staff members in 2019/2020 to reduce the overall impact to the budget.
The Parks (Grounds) Maintenance Division of Public Works has not hired any new FTEs for over 13 years even though the City has either constructed or received from developers a significant number of parks, trails and open spaces that the Division is responsible for maintaining. 
Current situation
During this time, the levels of service have dropped significantly.  
Proposed solution
To maintain levels of service, hire two new FTEs to complete Parks and Trails maintenance activities.
Two new vehicles are assumed to be purchased with the hiring of these FTEs.  However, once the new vehicles are purchased, two existing reserve vehicles will be surplussed such that the total number of fleet vehicles is net neutral.
Expenditure Calculations and Assumptions
One vehicle will be purchased with the hiring of these two FTEs and seasonal staffing will be reduced by $48,000 each year.
